Summary:
The Garden Valley Water and Sanitation District ("Garden Valley") and Colorado Springs Utilities ("Springs Utilities") have negotiated a Regional Wastewater Treatment Service Agreement (attached). Springs Utilities is requesting that City Council approve a resolution authorizing the Springs Utilities' CEO to enter into the Service Agreement.
Background:
Garden Valley is a Colorado Water and Sanitation District that currently provides domestic wastewater collection services to a customer base located within an unincorporated enclave in the southern portion of the City of Colorado Springs. Springs Utilities currently accepts and treats Garden Valley's wastewater pursuant to an agreement from February of 2000 which has expired ("Original Agreement"). Springs Utilities and Garden Valley desire for Springs Utilities to continue to accept and treat Garden Valley's wastewater pursuant to the attached proposed Wastewater Treatment Agreement ("Proposed Agreement"). Springs Utilities requests that City Council approve the attached resolution authorizing the Chief Executive Officer of Springs Utilities to enter into the Proposed Agreement.

Gross revenue under the Proposed Agreement will be approximately $58,000 per year.
