Summary:
The City of Colorado Springs Fire Department is seeking approval of a restatement to the Intergovernmental Agreement (IGA) for Joint Professional Firefighter Certification. This is a restatement of the original IGA approved by City Council in January of 1996. The group of fire departments entering into this IGA are Aurora Fire Department, Denver Fire Department, Colorado Springs Fire Department, Poudre Fire Authority (Ft. Collins), South Metro Fire Rescue (Denver Metro Area), and West Metro Fire Protection District (Denver Metro Area). The group forms the professional firefighter-certifying agency titled the Colorado Metropolitan Certification Board (CMCB). Each member department is a voting member of CMCB and is equally responsible for all duties imposed by the CMCB and appropriation of funds.

Background:
CMCB manages the nationally recognized professional firefighter certification process for its member departments. Because the original IGA was drafted in 1996, during 2019 the CMCB Board of Directors hired legal counsel to update the verbiage stated in the IGA to ensure that the document covered all the current interests of the member departments. The proposed IGA has been reviewed and approved by the City Attorney's Office.

Previous Council Action:
In 1996, City Council approved the original IGA with the partner agencies forming the Colorado Metropolitan Certification Board. Amendments to the original IGA were approved by City Council in 2008, 2010, and 2014. These amendments approved changes to the language within the IGA that were no longer applicable (2008), added agencies into the agreement for a two year provisional period (Poudre Fire Authority and Union Colony Fire Rescue (Greeley), 2010), and added Poudre Fire Authority as a full voting member (2014).
