The Unified Development Code (UDC) requires a study of the land value for one acre of unplatted, undeveloped land Citywide and in each of the Geographic Service areas for the purpose of determining park fees in lieu of land dedication once every four years.
Upon review of the completed appraisal, hypothetical values for land suitable for Neighborhood and Community parks have increased from the previous appraisal which set the current fee schedule. The park fees in lieu of land dedication are determined based upon the obligated dedication acreage per unit and the value of land per acre. The proposed fee rates are primarily a result of increased land valuation, though the slight spread of changes of land dedication required, as detailed in CODE-24-0003, are also reflected in the units per structure type. Additional fees related to platting are still to be due in addition to the base park fee rates, as applied with the current Fee Schedule.
Background:
Park Land Dedications went through a major update with a thorough stakeholder process which was approved by City Council in 2021 including Ordinance 21-24, Resolution 21-21, Resolution 22-21, Resolution 23-21. Ordinance language includes a review of requirements to be reviewed once every four years, 7.4.307.H.
Previous Council Action:
Resolution 23-21, which set the currently applied fee schedule, was approved by City Council in 2021. This item was brought before City Council Work Session on December 9, 2024.
