Summary:
This Memorandum of Agreement (MOA) between the Pikes Peak Area Council of Governments (PPACG), the Colorado Department of Transportation (CDOT), and the City of Colorado Springs Mountain Metropolitan Transit (MMT) defines transportation planning and programming responsibilities within the Pikes Peak Transportation Management Area. This MOA will replace an existing MOA between the same three parties that was last approved by City Council in 2018.
Background:
Metropolitan Planning Organizations (MPOs) are required to cooperate with states and operators of publicly owned transportation services regarding transportation planning and programming. In the Pikes Peak region, PPACG is the MPO responsible for the metropolitan transportation planning and programming process within its boundaries and cooperates with CDOT and MMT. The transportation planning and programming process includes preparing and adopting, in a manner consistent with this MOA, all required Regional Transportation Plans (RTPs), Transportation Improvement Programs (TIPs), Unified Planning Work Programs (UPWPs) and documents of the metropolitan transportation planning and programming process.
With this MOA, PPACG, CDOT, and MMT agree to continue to participate in the cooperative and comprehensive, performance-based multimodal metropolitan transportation planning and programming process in accordance with applicable federal and state law and regulations.
