Summary:
The proposed ordinance modifies the definition of trailer and allows the Colorado Springs Police Department to tow a trailer that has been parked in the same place on a street, highway, or alley for more than seventy two (72) hours.

Background:
The Colorado Springs Police Department receives complaints from citizens about trailers parked for extended periods on City streets. Existing City Code does not allow the Colorado Springs Police Department to tow and impound non-commercial trailers that remain on the City streets for more than seventy two (72) hours. Additionally, the proposed amendment clarifies the definition of trailers in the City Code to include trailers weighing less than 2,000 pounds. The proposed changes to the City Code will address the citizen parking complaints and will allow the Colorado Springs Police Department to take enforcement action.

Financial Implications:
While there are tow fees associated with increased towing, these fees are typically recovered through the fees paid to the City to get the vehicle/trailer out of storage. The revenue offset should result in a net zero change to expenditures.
