Summary:
Colorado Springs Utilities seeks approval from the City Council to change its electric Contract Service tariff to revise the payment schedule applicable to the United States Air Force Academy (Academy) regarding the provision of safe and dependable electric and facilities service within the geographic confines of the Academy.

Previous Council Action:
On August 12, 2008 by Resolution No. 140-08, City Council approved a resolution in response to the Academy's request for services to provide high voltage electric and facilities service within the geographic confines of the Academy.

Background:
The proposed tariff revision modifies the payment schedule from the Academy in connection with Colorado Springs Utilities' construction work on a new electric distribution system within the Academy. The existing tariff payment schedule was designed to recover the construction cost of work requested by the Academy. In early 2014, the Academy identified an additional project to provide street lighting for both Pine Valley and Douglass Valley privatized housing areas. The proposed tariff payment schedule revision will recover the cost of the projected addition. The tariff change was requested by the Academy and a letter from the Academy in support of the change is attached. Future changes in this tariff may occur as the Academy is able to identify funding sources for additional segments of the 200 amp system.

Financial Implications:
The proposed tariff modification is designed to recover from the Academy the costs of the construction of the new electric distribution system. This process will have no detrimental impact for other Colorado Springs Utilities ratepayers.
