Previous Council Action:
On August 13, 2014, City Council adopted Ordinance No. 13-47, prohibiting the operation of retail marijuana cultivation, manufacturing, and testing facilities and retail marijuana stores within the City of Colorado Springs.
City Council considered a form of this resolution on this topic at its June 24, 2014 regular meeting, and postponed consideration of the matter until the August 11, 2014 Council work session meeting. On August 11, City Council discussed its intent to consider placing a question on the April 7, 2015 ballot and directed staff to conduct research into several issues relating to the form and substance of items relating to the matter.
Staff will provide additional background and guidance on the subject of placing an item relating to the regulation of retail marijuana on the April 2015 ballot during the August 25 work session meeting.
Background:
Staff has included in the materials for this item some comparative data for other Colorado cities that have allowed the sale of retail marijuana, including their tax rates, tax receipts (limited data due to the relative recency of the adoption of Amendment 64), and information on whether retail marijuana was authorized by City Council action or vote of the citizens.
