Councilmember Knight recently requested a presentation on the Colorado Urban Renewal Law and specific analysis regarding blight determinations. The attached presentation describes the definition of “blight” pursuant to Colorado Revised Statutes section 35-25-103 (2). The presentation also describes City Council’s role in determining blighted property under the Colorado Urban Renewal Law.
