Summary:
This supplemental appropriation funds the elimination of the scheduled furlough day on November 25, 2026 (the Wednesday before Thanksgiving). This furlough day was originally established as part of the City’s 2026 Budget-Required Furloughs, which mandated unpaid furlough days for all furlough-eligible employees to reduce personnel costs in response to a significant budget shortfall.

Due to higher-than-budgeted revenue collections in 2026, the City is now in a financial position to fully fund the removal of the November 25th furlough day while maintaining fiscal stability. Eliminating this scheduled furlough day will reduce impacts on employee compensation.

Background:
The 2026 Budget-Required Furloughs were implemented as part of the actions required to balance the City’s 2026 budget. This required all furlough-eligible employees to take unpaid leave on five scheduled days throughout the year, including November 25, 2026. These furlough days were placed adjacent to holidays to minimize service impacts.

Employees earning $72,000 or more in gross annual pay were required to take two additional floating furlough days scheduled in coordination with their supervisors. This was intended to align furlough saving proportionately with higher salary levels.

As 2026 has progressed, revenue collections in the General Fund, Conservation Trust Fund (CTF), Public Safety Sales Tax Fund (PSST), and the Trails, Open Space and Parks Fund (TOPS) have exceeded original budget projections. This improved revenue performance now allows the City to fund the elimination of the November 25th furlough day without jeopardizing financial sustainability.
