Summary:
The attached Ordinance adopts the budgets and appropriates all funds and reflects proposed administrative and City Council changes as line items.

At the 2026 Budget Markup Session on October 29, 2025, City Council discussed changes to the 2026 budget released on October 6, 2025.

The proposed changes to the 2026 Budget are listed in attachments as follows:

? Retail Marijuana Tax Fund - Attachment D
? Cemetery Enterprise Fund - Attachment E
? Cemetery Endowment Trust Fund - Attachment F

Background:
The Mayor transmitted the 2026 Budget to City Council on October 6, 2025, and the 2026 Budget was reviewed and discussed by City Council in a Budget Work Session on October 15, 2025 and a Budget Markup session on October 29, 2025. Public input was received by City Council at a formal public hearing held on October 27, 2025.

Previous Council Action:
During the Budget Markup Session on October 29, 2025, City Council approved the presented administrative changes to the 2026 Budget for the General Fund, City Funded CIP Fund, Retail Marijuana Tax Fund, Cemetery Enterprise Fund, and Cemetery Endowment Trust Fund. City Council made an additional change to the LART Fund budget, modifying the allocation of funding between sectors. The change is presented in Attachment C.

Financial Implications:
The City's 2026 Budget, inclusive of all funds, totals $912,145,121 which is a decrease of $29.0 million or 3.1% as compared to the original 2025 Budget.

The 2026 General Fund Budget totals $427,346,293. This represents a decrease of $11.0 million, or 2.5%, as compared to the original 2025 Budget.
