Summary:
The Cottonwood Creek at LaMadrina project is currently budgeted in the 2014 Capital Improvements Program (CIP) in the amount of $150,000; however, the design and construction of the grade control structure and the associated channel improvement work was completed by Colorado Springs Utilities (CSU) earlier this year.

The attached Resolution is presented for Council to approve abandonment of the Cottonwood Creek at LaMadrina project and transfer $150,000 to the Stormwater Design for High Priority Projects.

Previous Council Action:
City Council approved the 2014 budget.

Background:
Erosion on Cottonwood Creek was threatening the integrity of the LaMadrina grade control structure west of Union Boulevard. City Engineering budgeted $150,000 to fund a temporary repair. Because an adjacent sewer line was at risk due to the erosion, CSU designed and constructed a permanent repair in Spring, 2014 for approximately $659,406, requesting the City pay half the cost or $329,703. The money to reimburse CSU will come from the Cottonwood Creek Surcharge, which is accounted for in Fund 152, the Subdivision Drainage Fund.

The Cottonwood Surcharge was established in June, 2000 with the adoption of the Cottonwood Creek Drainage Basin Planning Study (DBPS) by Resolution 60-94. The 2014 drainage fee for Cottonwood Creek includes the surcharge amount of $591 per acre. Revenue from the surcharge is held in Fund 152 and enables the City to pay for the cost of improvements in Cottonwood Creek basin which are identified in the DBPS, including the above referenced drop structures downstream of Rangewood Drive.
