 Summary:
One of City Council's responsibilities under the City Code is to make decisions on land use matters based on the City's Comprehensive Plan, which is due for an update.  Partial funding for the update was included in the 2014 budget; this resolution expresses Council's support for the inclusion of the funding necessary for the completion of a Comprehensive Plan update in the City's 2015 budget.
 
 Previous Council Action:  
On April 21 and May 27, 2014, City Council received briefings from Land Use Review staff on the limited update to the Comprehensive Plan relating to infill and redevelopment currently in progress.
 
 Background:
City Council is required by City Code to make land use decisions, relying on the City's Comprehensive Plan, which was most recently adopted in 2001.  The Plan is in need of an update due to the economic recovery, renewed development activity, and changes in ownership and use of the Banning Lewis property.
 
The City's 2014 budget contain $150,000 as a capital outlay project expenditure to fund a consultant to begin updating the Plan, with the understanding that additional funding would be necessary in future years to complete the update.
 
 Financial Implications:
Additional funding in 2015 to complete the full Plan update could be in the neighborhood of $350,000.

The Colorado Springs Planning Commission, which makes planning and land use recommendations to City Council, has expressed its support for a full update of the Comprehensive Plan.
