Ordinance No. 14-33 approving salary of the City Auditor

Body
 From:
Councilmembers Jan Martin and Merv Bennett, Audit Committee

 Summary:
City Charter Article III, Section 3-10(e) and City Code Section 1.2.203 require City Council to set the compensation of the City Auditor by ordinance.

 Previous Council Action:
Denny Nester was appointed City Auditor on June 14, 2011 (Ordinance No. 11-50) at a salary of $128,397, plus an additional ten percent above this base salary in recognition of the City Auditor's duties to Memorial Health System and Colorado Springs Utilities, for a total of $141,237 annually.

 Background:
Based on a recent performance evaluation score of 2.38, Mr. Nester is eligible for a 2% salary increase, to $144,061 annually.

CSU and City salary studies have found identical matching positions with a salary in the 50th percentile of $145,541 annually.  The Market Average for this position on the City's 2014 salary schedule is $141,525.  The ordinance establishes the effective date of the salary increase retroactively to Marcy 30, 2014, which is the date on which other City employee salary increases took effect.

 Financial Implications:
The salary increase is $2,824 annually.

 Board/Commission Recommendation:
City Council's Audit Committee, which consists of members of the public and two City Councilmembers, has reviewed and recommends the increase.
