This item provides for adoption of the Park Land Dedication Ordinance Criteria Manual.
Background:
The City of Colorado Springs has engaged in the process of updating the Park Land Dedication Ordinance which requires dedication of land or payment of fees in lieu of land to provide for public neighborhood and community parks when new residential development is proposed for the City. The revised Ordinance requires adoption by resolution of a Park Land Dedication Ordinance Criteria Manual which is a document intended to provide policies and standard procedures for the administration of the Park Land Dedication Ordinance.

City Council Appointed Board/Commission/Committee Recommendation:
The City of Colorado Springs Planning Commission and the Parks, Recreation and Cultural Services Advisory Board (Parks Board) both recommended adoption of the Park Land Dedication Criteria Manual. The Parks Board has recommended on a 5/4 vote to change the number of acres required to be dedicated in the proposed ordinance which would also apply to the Park Land Dedication Ordinance Criteria Manual.
Stakeholder Process:
Planning Commission and Parks Board meetings provide opportunity for public comment. Regular updates in the form of work sessions for the Planning Commission and the Parks Board also provided information to the public. Individual stakeholder briefings were conducted over the course of the revision of the ordinance.
