  Summary:

The City of Colorado Springs is requesting updates to the City’s Sworn and Civilian Policies and Procedures Manual to update the City’s policies.

  Background: 

There were several legislative updates in 2023 that require updates to the Sworn and Civilian Policies and Procedures Manuals. Other requested changes clarify information, making the language clearer, and better inform employees of their rights and responsibilities under the policies.

  Previous Council Action:

City Council has approved changes to the City’s Policies and Procedures Manual by motion in the past.

  Stakeholder Process:

The Human Resources Department has worked in collaboration with departmental stakeholders in Finance, CSPD, CSFD, the City Attorney’s Office - Employment Division, and the Office of the Mayor to update policies prior to being presented to City Council. The proposed updates were also sent to all City employees for comment prior to being presented to City Council.
