Summary:
Exhibit A to the attached resolution is an Intergovernmental Agreement between the City of Colorado Springs and El Paso County for the exchange of snow and ice control services. The Agreement is for a two-year period, effective as of October 30, 2015.
Previous Council Action:
City Council has approved previous agreements since 1991.
Background:
The City Street Division and the El Paso County Highway Division have partnered for many years in providing snow maintenance services on roadway segments that are jurisdictional to each entity. The exchange of service is typically limited to the street sections that pass through county enclaves or parallel the city limits for short distances. This partnership has allowed each agency to avoid sending crews or transport anti-icing materials long distances over the other entity's roadways and has been very beneficial in terms of operational efficiencies and resource management. The previous agreement for this exchange has expired and a new agreement is needed in order for the two entities to continue operating under the said premise.
Financial Implications:
There is no financial impact on the City as snow and ice control services are included in the existing operating budget. The exchange allows for a more efficient use of the existing resources.
