board consists of nine commissioners appointed for a term of five years and terms are staggered so one vacancy occurs each year.  Accordance with HB-1348, four additional commissioner positions have been added to the board: one to be appointed by El Paso County, one to be appointed by the School Districts, one to be appointed by the Special Districts and one to be appointed by the Mayor.
