Summary:
The College Creek Metropolitan District ("the District") was approved for formation by the City on August 22, 2006, and was formally organized pursuant to an Order and Decree of the El Paso County District Court on November 15, 2006. The District is located southeast of the intersection of Interquest Parkway and Federal Drive. The site is currently home to multi-family apartment units and a community clubhouse. As of 2025, the District no longer has any outstanding financial obligations, does not own any assets, and is not responsible for maintaining any public improvements. As such, the District requests the City Council of the City of Colorado Springs consent to a dissolution of the District pursuant to C.R.S Section 32-1-704(3)(b).
Background:
The College Creek Metropolitan District was created in 2006 under the City's old Model Service Plan and Policies. The District includes the entirety of the Interquest Ridge Apartment Community (Parcel ID 6221303016) which is approximately 10.5 acres, and a 0.1798 acre section of land identified as (Parcel No. 6221204007) which is owned by the City. The District utilized a maximum debt mill levy of 30 mills and a maximum operations and maintenance mill levy of 10 mills. At the time-of-service plan adoption, the public improvements shown in the associated development plan were estimated to cost $5.5 million dollars and the District elected to cap their maximum debt issuance at $20 million dollars. In 2025, according to the El Paso County Property Appraiser, the District is no longer utilizing their mill levies.
