Summary:
The Colorado Springs Stormwater Enterprise is recommending the adoption of a revised Drainage Criteria Manual (Exhibit A) to allow for continued compliance with the City's MS4 Permit and to alleviate current and future conflicts with other City and State criteria.

Background:
The Stormwater Enterprise has evaluated the current 2014 Drainage Criteria Manual for compliance with the City of Colorado Springs MS4 Permit and alignment with current stormwater calculation methodologies. As a result of this evaluation, the Stormwater Enterprise is recommending the adoption of a revised Drainage Criteria Manual. A summary of the changes is as follows:

? Removal of sections related to stormwater construction and erosion control to avoid conflicts with future State-approved Stormwater Construction Manual; and
? Removal of sections related to revegetation to align with Stormwater Construction Manual and Landscape Policy & Design Manual; and
? Adoption of revised hydrology based on improved studies and updated methodologies; and
? Amendment to the revision process to be in line with MS4 Permit requirements; and
? Clarification of previous language to match updated State terminology.
The changes listed above will allow for continued compliance with the City's MS4 Permit and will alleviate current and future conflicts with other City and State criteria.

Previous Council Action:
On May 27, 2014, the City Council approved Resolution No. 49-14 (Exhibit B) adopting the City of Colorado Springs Drainage Criteria Manual, dated May 2014.
