Summary:
President King will present ideas relating to operational principals for Council discussion as to which items have possible Council support for referral to the April 7, 2015 municipal ballot
1. Budget changes: twelve departments listed in City Charter equals twelve departments in budget and appropriations ordinance. Council has authority to amend line-item details and make major legislative budget determinations. Council has authority to propose current year appropriation changes.
2. Employee changes: Council has authority to hire and direct its own staff.
3. Counsel changes: City Council authorizes the City Attorney to employ counsel when directed by City Council related to Council legislative authority and conduct of City business.
4. Stadium and Events Center vote: Voters should decide if there should be a Charter change requiring a vote the people for funding and financing a stadium and events center.
5. Utlities Board Chair should have signatory authority for Utilities' financial documents.
