Title
Resolution Approving an Intergovernmental Agreement between the City of Colorado Springs, Colorado, on behalf of its Enterprise Colorado Springs Utilities, Colorado Parks and Wildlife and other Parties Regarding Mitigation of Aquatic Nuisance Species at Twin Lakes and Turquoise Lake

Presenter:
Travas Deal, Chief Executive Officer, Colorado Springs Utilities
Lisa Walters, Watershed Planning, Colorado Springs Utilities

Body
Summary:
Colorado Parks and Wildlife ("CPW") implements the Aquatic Nuisance Species ("ANS") inspection and decontamination program for Twin and Turquoise Lakes reservoirs ("ANS Program"). Colorado Springs Utilities ("Springs Utilities") is requesting City Council approval of an Intergovernmental Agreement ("IGA") between CPW and Springs Utilities, Southeastern Colorado Water Conservancy District, Board of Water Works of Pueblo, City of Aurora, and Pueblo West Metropolitan District (collectively the "Water Entities") related to operation of and the Water Entities' financial contribution to the ANS Program.

Background:
Springs Utilities water system includes water storage in Twin Lakes and Turquoise Lake reservoirs, where motorized boating recreation occurs. There is a potential that the reservoirs could be subject to infestation of ANS including Zebra and/or Quagga Mussels and other species to the detriment of water works facilities, boats, marinas, and fisheries. The IGA has a five-year term and provides the terms and conditions for CPW's operation of the ANS program and the Water Entities' cost-sharing obligations for CPW personnel, public education, and the inspection and decontamination of all public watercraft entering and exiting Twin Lakes and Turquoise Lake reservoirs as part of the ANS Program.

Springs Utilities requests that City Council approve the attached resolution authorizing Colorado Springs Utilities to enter into the IGA.
