Summary:
The City of Colorado Springs Fire Department is seeking approval for a fifth amendment to the Intergovernmental Agreement for Joint Professional Firefighter Certification. This amendment addresses the addition of a sixth voting member to the original four charter members (City of Colorado Springs, City of Aurora, City and County of Denver, West Metro Fire Protection District), and a fifth member, Poudre Fire Authority. The sixth voting seat shall be filled by a representative from Littleton Fire Rescue. This group of Parties remains known as the Colorado Metropolitan Certification Board (CMCB). Each voting member will be equally responsible for all duties imposed by the CMCB and appropriation of funds.

Previous Council Action:
In 2008, City Council approved a second and third amendment to the Intergovernmental Agreement for Joint Professional Firefighter Certification and, in 2010, a fourth amendment. The second amendment addressed sections of the first amendment that are no longer applicable to the Agreement. The second amendment also added the employment of an Administrator on behalf of the CMCB. The third amendment added two Parties (Poudre Fire Authority and Union Colony Fire Rescue Authority) for a two-year provisional period. The fourth amendment added Poudre Fire Authority as a fifth voting member.

Background:
CMCB manages the professional firefighter certification process for the member fire departments: the City of Colorado Springs, the City of Aurora, the City and County of Denver, the West Metro Fire Protection District and Poudre Fire Authority.
