Summary:
The Hancock Metropolitan District Nos. 1 and 2 are requesting amendments to the language in the consolidated service plan to bring certain topics in alignment with State Statute or to correct sections of the 2022 City Model Service Plan that are known by staff to have unintended consequences. The changes to these sections are minor and are being requested to better serve future bond issuances. This item was heard at City Council Work Session on October 13, 2025.
Background:
The Hancock Metropolitan Districts Nos. 1 and 2 (herein "Districts) were created to support the development of a mixed-use community along the southeast corner of the future intersection of Chelton Road and Hancock Expressway. This District's Initial District Boundary Map (Exhibit C-1) contains an area of approximately twenty (20) acres. The most recent amended and restated service plan (refer to Resolution 97-23), the District did not anticipate including any additional land and therefore did not provide a Future Inclusion Area Boundary Map (Exhibit C-2).
The Hancock Expressway currently runs through the Districts, but once realignment occurs, it will run along the northern District boundary line. As of now, no development has occurred within the Districts and no debt has been issued. Entitlements for the existing Districts boundary includes a concept plan approval for a mixture of single and two family residential, multi-family, and commercial uses.
