  Summary:

Wasteless COS is a grant-funded initiative, supported by the Colorado Circular Communities (C3) developed in partnership with RRS Consultants to evaluate Colorado Springs’ waste and recycling system and identify opportunities to increase the City’s diversion rate, currently at approximately 16 percent. The waste characterization study and comparative review of peer cities found that a significant portion of materials in the waste stream, particularly organics and readily recyclable materials, could be diverted through improved access, education, policy alignment, and infrastructure. The resulting Action Plan outlines five core strategy areas-Extended Producer Responsibility, organics management, education and outreach, governance, and construction and demolition materials-and provides a long-term roadmap to increase diversion between 2025 and 2045, with recommended next steps to advance implementation.
