Uphold the appeal and deny the administrative denial of the Short Term Rental application, based on UDC 7.5.510(C) & UDC 7.3.301(C), and that the appellant has substantiated that the appeal satisfies the review criteria outlined in City Code Section 7.5.415.A(2).
