Summary:
City Charter Article III, Section 3-10(e) requires that Council appoint by the concurring vote of a majority of its members a City Council Administrator, whose duties, compensation, and tenure of office shall be as prescribed by ordinance.
The proposed Ordinance would appoint Emily Evans as the City Council Administrator, as well as set her duties, compensation, and tenure in office. The proposed Ordinance provides that Emily Evans' effective date of appointment shall be November 28, 2018, and her salary shall be set at $98,614 annually, together with all applicable benefits. The proposed Ordinance further provides that Emily Evans will fulfill the duties and responsibilities of the City Council Administrator as set forth in City Code Ch. 1, Art. 2, Part 10, and other applicable laws, rules or regulations.

Background:
All members of Council were afforded an opportunity to interview the candidates for City Council Administrator and concurred in extending an offer of appointment to Emily Evans. The proposed salary is within the range for City Council Administrator as established by the City's salary structure for civilian and sworn municipal employees as approved by Council.
Financial Implications:
The salary of the City Council Administrator shall be set at $98,614, annually, together with all applicable benefits.
