Summary:
The City of Colorado Springs/El Paso County Drainage Board (Board) approved a payout from the Subdivision Storm Drainage Fund to the City in the amount of $528,532 - that payment will be received in January 2016. The Board approved this payment to reimburse the City for Pond 6 construction expenditures (Pond 6 is complete) and for Pond 3 design expenditures. When these pond projects were originally funded, the funding for both ponds was put into one project budget named "Detention Ponds 3 and 6". With this additional funding added to the project budget, there will be sufficient funds to complete the Pond 3 portion of the project, which has a total construction cost of $2.6 million. The current remaining budget for the Pond 3 portion of the project is $2,071,468, which leaves a funding gap of $528,532. Council approval of this $528,532 supplement appropriation will provide the additional funding needed to complete the project.
Previous Council Action:
On November 24, 2015, City Council approved the original 2016 Budget per Ordinance No. 15-86, which included the appropriation of funds for the Capital Improvements Program (CIP) Fund.
Background:
Sand Creek Pond 3 and Sand Creek Pond 6 are both large detention ponds located north of Woodmen Road between Black Forest Road and Marksheffel Road (Exhibit "A"). At this time Pond 6 is complete (Exhibit "B") and Pond 3 is ready to go to construction. Ponds 3 & 6 are shown in the Sand Creek Drainage Basin Planning Study, which was approved by City Council in 1996.
