Summary:
The attached Ordinance is a supplemental appropriation to the revenue and expenditure budgets of the General Fund in the amount of $329,828. The Ordinance will recognize as revenue the bridge surcharge fees currently held in escrow, and will provide the revenue to the Public Works Department for construction of the Tutt Boulevard Bridge over Cottonwood Creek.
The source of funds for the General Fund is the bridge surcharge fees currently held in escrow.
NOTE: Subsequent to introduction at City Council Work Session on December 9, 2019, funds were received into the Tutt Bridge over Cottonwood Creek escrow account on December 18, 2019. This increased the total funds available for this project to $329,828, therefore the amount of this supplemental appropriation has been adjusted to match available funds.
Background:
The construction of the Tutt Boulevard Bridge over Cottonwood Creek is needed in order to construct the Tutt/Cowpoke Detention Facility (PR-2/Project). The funds requested in this supplemental appropriation will partially offset the total project cost of $3,500,000. The remaining cost of this project will be funded within the Stormwater capital projects.
Between 2003 and 2014, the Reel and Powerwood Annexation agreements (see Exhibit A) were approved by City Council with the stipulation that fees would be assessed and collected when property was platted to fund the construction of the Tutt Bridge over Cottonwood Creek.
