Summary:
The Housing and Homelessness Response Department proposes a substantial amendment to the City's HOME-ARP Allocation Plan to reflect current community needs, implementation conditions, and HUD requirements. The amendment enables the City to deploy $5,750,631 in HOME-ARP funds to prevent homelessness and support housing stability by the September 30, 2030, deadline.

Background:
The American Rescue Plan Act of 2021 allocated funds to the U.S. Department of Housing and Urban Development (HUD) through the HOME Investment Partnerships Program to support individuals and families who are homeless, at risk of homelessness, or otherwise vulnerable.
As a HOME grantee, the City of Colorado Springs received $5,750,631 in HOME-ARP funds and was required to develop an allocation plan with public input.
The City now proposes to amend the plan by reallocating funds from non-congregate shelter development to tenant-based rental assistance, from administration and planning to supportive services, and from capacity building to operating support for local housing providers.
This amendment must be submitted to HUD as a substantial amendment to the 2021 Annual Action Plan.

Financial Implications:
Funds must be expended and projects closed by September 30, 2030. To date, the City has expended $533,201 due to challenges with finding feasible projects. The amendment enables the City to deploy the full $5,750,631 in HOME-ARP funds to prevent homelessness and support housing stability by the deadline.
