Title

A Resolution Regarding Certain Changes to the Natural Gas Service Boundary

  Presenter:

Travas Deal, Chief Executive Officer, Colorado Springs Utilities

Body

  Summary:

Springs Utilities is bringing forward a proposed Resolution regarding certain changes to Colorado Springs Utilities’ natural gas service boundary across the Sun Hills Subdivision.

  Background:

The affected territory is outside of the City limits. This boundary change affects four residential addresses and allows: (1) Black Hills Colorado Gas, Inc. to continue to serve 595, 655 and 685 Mission Hill Way, and (2) Colorado Springs Utilities to continue to serve 890 Walsen Road. This territory swap enables the most efficient use of both entities’ natural gas infrastructure and follows established parcel borders. The requested boundary change is acceptable to both Springs Utilities and Black Hills. Per City Charter 6-70, City Council establishes Springs Utilities’ “extension policies”, including the establishment of Springs Utilities’ service territory boundaries, by resolution. As the affected territory is outside of the City’s municipal boundary, finalizing this boundary change also requires Colorado Public Utilities Commission approval.
