Summary:
This is an update to the City Council on the progress of updating the City’s current 2006 Annexation Plan.
Background:
As one of its six major initiatives, PlanCOS recommends a comprehensive update of the City’s Annexation Plan. This PowerPoint will provide a high level overview of work being done by Planning and Community Development Department staff on an initial draft of this plan prior to presentation to stakeholders for input, agency review, and then anticipated formal adoption later in 2021.

Financial Implications:
Staff has engaged TischlerBise, Inc. to prepare a rigorous fiscal and economic impact analysis to be complementary and included in the annexation plan.
City Council Appointed Board/Commission/Committee Recommendation:
The annexation plan will be reviewed by the Planning Commission prior to formal review and action by the City Council.
Stakeholder Process:
The draft updated annexation plan will be vetted by a stakeholder committee, including Council liaisons, prior to formal introduction of the draft plan to the Planning Commission.
