Summary:
Pursuant to City Charter ? 4-40(f)(5) and City Code ?1.2.201(B), subject to confirmation by the concurring vote of a majority of the members of City Council, the Mayor shall appoint the leader or head of the City's department relating to parks, a position currently titled the Parks, Recreation and Cultural Services Director.
Background:
Colorado Springs' former Parks, Recreation and Cultural Services Director, Britt Haley, retired January 1, 2026. A nationwide search was conducted for Ms. Haley's replacement, and 145 candidates applied. 4 candidates were interviewed by the selection panel. The panel included a diverse group of key stakeholders selected to include both internal and external individuals familiar with the duties and responsibilities of the role and City operations. Skyler Rorabaugh was chosen as the top candidate for the position.
Skyler Rorabaugh has more than 25 years of leadership experience in parks, recreation, and municipal operations. He currently serves as Manager of Pikes Peak - America's Mountain for the City of Colorado Springs, overseeing a complex tourism enterprise and managing a significant operating budget. Rorabaugh coordinates partnerships with federal, state, and local agencies. His previous experience includes serving as Director of Campus Recreation at the University of Colorado, Colorado Springs, where he led strategic initiatives and managed diverse facility and program operations.
Previous Council Action:
There has been no prior City Council action on the proposed confirmation of Skyler Rorabaugh as the Parks, Recreation and Cultural Services Director.
