Summary:
Pursuant to City Charter § 4-40(f)(5) and City Code § 1.2.201(B), subject to confirmation by the concurring vote of a majority of the members of City Council, the Mayor shall appoint the head or director of the department relating to Public Works, a position currently titled Public Works Director.
Background:
Colorado Springs’ former Public Works Director, Travis Easton, was promoted to the Deputy Chief of Staff position on June 25, 2023. A nationwide search was conducted for Mr. Easton’s replacement, and 21 candidates applied. 5 candidates were interviewed by the selection panel. The panel included a diverse group of key stakeholders selected to include both internal and external individuals familiar with the duties and responsibilities of the role and City operations. Richard Mulledy was chosen as the top candidate for the position.
Mr. Mulledy has been with the City of Colorado Springs in the Public Works department since 2016. Mulledy has nearly nineteen years of experience in civil engineering and public works leadership. He is currently serving as the Deputy Public Works Director for the City of Colorado Springs, overseeing the planning, construction, maintenance, operation, and management of the City’s stormwater infrastructure, natural channel corridors, and stormwater conveyance systems. His previous experience includes roles as a Deputy Director of Water Resources with the Matrix Group, and as a Civil Engineer - Drainage with the City of Pueblo.
Previous Council Action:
There has been no prior City Council action on the proposed confirmation of Richard Mulledy as the Public Works Director.
Financial Implications:
If confirmed as the Public Works Director, Richard Mulledy’s initial salary will be set within the range for Public Works Director established by City Ordinance No. 24-16 regarding the 2024 salary structure for civilian and sworn municipal employees. It is requested that the effective date of his appointment be June 25, 2024.
