 Summary:
City Council will consider a resolution authorizing the donation of the 1,191 acre property known as Jones Park, which is located in El Paso and Teller counties, to El Paso County (EPC) to be used for for recreation and conservation purposes.  The property has been owned by the City of Colorado Springs since the 1950s without being developed for the water supply purposes for which it was originally purchased.  El Paso County intends to preserve the property's recreational and conservation uses, subject to certain constraints as outlined in the resolution.
 
 Previous Council Action:  
City Council discussed the possible disposition of the Jones Park property on September 9, 2014, and directed that an appraisal be conducted on the property; that appraisal was presented to City Council at its work session meeting on November 24, 2014.  Meanwhile, City Council discussed a variety of options relating to disposition of the property at its work session meeting on September 22, 2014.  City Council considered an earlier version of this resolution at its meeting on December 9, 2014, and postponed further consideration to the January 12, 2015 meeting at that time.

 Financial Implications:
There are no financial implications to the City of Colorado Springs for donation of the property to El Paso County.  The appraisal of the property presented to City Council on November 24, 2014 valued the land at $2.382 million if sold without any restrictions on its development, and $1.191 with certain deed restrictions relating to access, water rights, and conservation.
 
 Board/Commission Recommendation:
The Parks and Recreation Advisory Board recommended in 2014 that the City donate the land to the National Forest Service Foundation.
