The Land Use Plan shows the basic proposed site configuration for a multi-family residential development which will occupy the approximate 7.93 acre site. The Applicants are proposing two buildings, both of which will be located toward the center of the site. Parking and landscaped areas will line the periphery of the site.

Review Criteria:
This application complies with Section 7.5.514 as described below.
1. Consistency with the Colorado Springs Comprehensive Plan and other plans and policies adopted by City Council;
2. Consistency with development standards the zone district in which the property is located, or would be located after a requested zone district change;
3. Compatibility with the land uses and development intensities surrounding the property;
4. Impacts of the permitted or requested uses, appropriate to the type of development, the neighborhood, and the community;
5. Adequacy of proposed ingress/egress points and traffic circulation, both on and off the site;
6. Capacity of the existing streets, utilities, parks, schools, and other public facilities to serve the proposed development;
7. Promotion of transitions in height, intensity, or character between proposed non-residential or mixed-use development and nearby low-density residential zone districts.
Staff finds that the proposed application meets the review criteria.

City Council Appointed Board/Commission/Committee Recommendation:
City Planning Commission voted unanimously to approve the Zone Map Amendment and Land Use Plan at the May 13, 2026, meeting. The motions for both applications were amended at the dais following citizen comments to include conditions of record that the Commission felt would add additional review oversight for a future development plan if the land use for multi-family residential is ever pursued. These conditions of record were added as recommendations by City Planning Commission and can be changed by Council if desired.
The condition of record added to the Land Use Plan would require any Development Plan associated with the subject Land Use Plan to be reviewed and approved by the Planning Commission.

Should the City Council wish to approve the Briargate/Voyager Land Use Plan application, the following motion is suggested:
Approve the Briargate/Voyager Multi-Family Land Use Plan related to approximately 7.93 acres based upon the findings that the request complies with review criteria for Land Use Plans set forth in City Code Sections 7.5.514.
Should the City Council wish to approve the Briargate/Voyager Land Use Plan application as conditioned by the City Planning Commission, the following motion is suggested:
Approve the Briargate/Voyager Multi-Family Land Use Plan related to approximately 7.93 acres based upon the findings that the request complies with review criteria for Land Use Plans set forth in City Code Sections 7.5.514 and subject to the following Condition of Record:
1. Any Development Plan associated with the subject Land Use Plan shall be reviewed and approved by the City Planning Commission.
Should the City Council wish to deny the Briargate/Voyager Land Use Plan application, the following motion is suggested.
Deny the Briargate/Voyager Multi-Family Land Use Plan related to approximately 7.93 acres based upon the findings that the request does not comply with review criteria for Land Use Plans set forth in City Code Sections 7.5.514.
