The project consists of approximately 658.34 acres located east of Banning Lewis Parkway, south of Dublin Boulevard, north of Stetson Hills Boulevard and west of Highway 24. There are two zone change requests associated with this application. One proposes to change approximately 115.54 acres from R-E/R-1 6/CR/SS-O/AP-O (Single-Family Estate; Single-Family - Medium with Conditions of Record and Airport and Streamside) to MX-M (Mixed-Use Medium Scale).  The second rezone application proposes changing approximately 546.79 acres from R-1 6/R-5/CR/R-1 6/CR/R-E/R-5/MX-M/AP-O/SS-O (Single-Family - Medium; Multi-Family High with Conditions of Record; Single-Family -Medium with Conditions of Record; Single-Family - Estate; Multi-Family High; Mixed-Use Medium Scale and Airport and Streamside Overlays) to R-Flex Medium/AP-O/SS-O (R-Flex Medium and Airport and Streamside Overlays), which has size accompanying Development Standards Adjustment requests as part of the conventional R-Flex Medium zone district. The project includes a concurrent request for an aproximate 25.845-acre, cumulative, right-of-way vacation of Falcon Meadows Boulevard, Vista Del Prado Boulevard, Vista Del Oro Boulevard, and several segments along Dublin Boulevard and Stetson Hills Boulevard. 

 

 

  Background: 

Please see the attached City Planning Commission Staff Report for a complete analysis of the proposed application.  The proposed Land Use Plan provides for revisions of the previous land use designations. 

 

  Review Criteria: 

The review criteria for a Land Use Plan set forth in City Code Section 7.5.504 (UDC) are noted below.

 

a.                     Consistency with the Colorado Springs Comprehensive Plan and other plans and policies adopted by City Council;

b.                     Consistency with development standards the zone district in which the property is located, or would be located after a requested zone district change;

c.                     Compatibility with the land uses and development intensities surrounding the property;

d.                     Impacts of the permitted or requested uses, appropriate to the type of development, the neighborhood, and the community;

e.                     Adequacy of proposed ingress/egress points and traffic circulation, both on and off the site;

f.                     Capacity of the existing streets, utilities, parks, schools, and other public facilities to serve the proposed development;

g.                     Promotion of transitions in height, intensity, or character between proposed non-residential or mixed-use development and nearby low-density residential zone districts.

 

  Previous Council Action:

City Council approved the Banning Lewis Ranch #2 Annexation (Ordinance 88-115) dated August 9, 1988.  City Council approved the Banning Lewis Ranch Master Plan in 1998.

 

  Financial Implications:

The Fiscal Impact Analysis (FIA) for the Master Plan Amendment indicates a positive cumulative cashflow for the City during the 10-year timeframe.  The revenue generated by construction as well as the revenue generated by the retail acreage is greater than the expenditure created for the City.

 

  City Council Appointed Board/Commission/Committee Recommendation:

City Planning Commission voted to recommend approval of the Banning Lewis Ranch Village C Land Use Plan, Banning Lewis Ranch Zoning Map Amendment (Rezoning), Banning Lewis Ranch Village C Development Standards Adjustments (6), and Banning Lewis Ranch Village C Vacation of Right-of Way at the July 8, 2026, meeting (9-0)

Should the City Council wish to approve the Banning Lewis Ranch Village C Land Use Plan application, the following motion is suggested:

 

Approve the Banning Lewis Ranch Village C Land Use Plan related to approximately 658.34 acres based upon the findings that the request complies with the review criteria for Land Use Plans set forth in City Code Sections 7.5.514 and 7.5.516

 

Should the City Council wish to deny the Banning Lewis Ranch Village C Land Use Plan application, the following motion is suggested.

 

Deny the Banning Lewis Ranch Village C Land Use Plan related to approximately 658.34 acres based upon the findings that the request does not comply with the review criteria for Land Use Plans set forth in City Code Section 7.5.514 and 7.5.516.
