  Background:

The Project was identified by the Pikes Peak Rural Transportation Authority (“PPRTA”) as an “A-list” priority project. The PPRTA committed funding for the Project, which commenced construction in May 2023, and is anticipated to be completed in December 2026.

The Property to be acquired will allow for the widening of Marksheffel Road and for the construction of the corresponding infrastructure (see attached Location Map for Project location).
Included in the acquisition of the Properties for the Project are permanent easements to be acquired on behalf of Colorado Springs Utilities. The costs of acquiring those easements will be reimbursed to PPRTA pursuant to an existing agreement.

Pursuant to Chapter 9 of The City of Colorado Springs Procedure Manual for the Acquisition and Disposition of Real Property Interests, Revised 2021 (“RES Manual”), an appraisal for the Properties and affected improvements was obtained, which supports the total purchase price of $167,800.00 Pursuant to the RES Manual, City Council must approve property acquisitions if the total acquisition amount of the property interest acquired in the transaction exceeds $100,000.

Following City Council approval, the PPRTA Board is scheduled to consider the acquisition at the May 14, 2025 meeting.

Staff requests that City Council approve the Resolution for acquisition of the Properties. Additionally, the attached Resolution authorizes the City’s Real Estate Services Manager and the Public Works Director to execute all documents necessary to complete the acquisition.

  Previous Council Action:
