Summary:
Triview Metropolitan District (Triview) and Colorado Springs Utilities have negotiated a Regional Wastewater Service Agreement (attached) allowing Utilities to provide up to 1 million gallons per day of service. The agreement aligns with regional policies and tariffs and offers long-term (99-year) benefits, including positive revenue for Utilities’ customers.
Background:
Triview Metropolitan District (Triview) serves 3,115 single family equivalents consisting of 2,405 residents and 710 commercial and irrigation SFE’s. North of the City of Colorado Springs.
Completion of the construction of the Northern Monument Creek Interceptor (NMCI) will enable Springs Utilities to provide wastewater service to Northern El Paso County entities. Forest Lakes, Triview and Springs Utilities have negotiated Regional Wastewater Service Agreements (attached) allowing Springs Utilities to provide up to 1.264 million gallons per day of service. The agreements align with regional policies and tariffs and offers long-term (99-year) benefits, including positive revenue for Utilities’ customers. The term of the agreement will begin upon completion of construction of NMCI.
Approval of the agreement is required from both the Utilities Board and City Council. If approved by the Utilities Board, a resolution authorizing the Springs Utilities’ CEO to enter into the agreements will be considered by City Council on March 24, 2026.

Gross revenue under the proposed Regional Wastewater Services Agreements will be approximately $1M per year once connected.

On February 18, 2026, Utilities Board voted unanimously to move the proposed Agreement for Regional Wastewater Services to City Council for consideration at the Regular City Council Meeting on March 24, 2026.

(1) Approve the resolution authorizing the Chief Executive Officer to enter into the Agreement for Regional Wastewater Service; (2) not approve the resolution; (3) modify the resolution or the Agreement; or (4) refer the matter back to Colorado Springs Utilities for further consideration.

Motion for City Council to approve the resolution authorizing and directing the Chief Executive Officer of Colorado Springs Utilities to enter into Agreements for Regional Wastewater Service with Triview in a form substantially similar to that attached hereto.
