Summary:
This Resolution refers a ballot question to the qualified registered electors of the City at the November 7, 2023 coordinated election. The ballot question asks the voters whether the City may retain and spend $4.75 million received in 2022, which is the amounts above what is otherwise allowed to be retained and spent under the City Charter § 7-90 and Colorado Constitution Article X, § 20, known as the Taxpayers’ Bill of Rights or “TABOR”. The retention would be spent on acquiring property, planning, constructing, and equipping a training facility for the Colorado Springs Police Department. as a voter-approved revenue change. The Resolution also directs City staff to do all things required in connection with having the ballot measure presented to the voters.
Background:
The Police Department Training Academy is an essential element in the City of Colorado Springs providing the fundamental service of public safety. Staff will provide information on the need for a new Police Training Academy facility, to include information on the deficiencies of the current facility and the various components needed in a new facility.
