Summary:
The attached resolution will partially abandon the North Nevada Corridor - Fillmore to Austin Bluffs Project and transfer funds to two current bridge projects that need additional funding: the Cascade Bridge over Cheyenne Creek Bridge Replacement Project and the Verde Drive Bridge over Spring Creek Bridge Replacement Project.
Previous Council Action:
City Council approved the 2015 budget by Ordinance No. 14-101.
Background:
The current funding for the North Nevada Corridor - Fillmore to Austin Bluffs Project, in the amount of $363,677, was budgeted as part of the 2015 budget as a match for a federal Metro grant. The original grant was for preliminary environmental and design work to complete a six lane arterial section of North Nevada between Filmore and Garden of the Gods. However, the the federal portion of the grant was reallocated to the Cimarron/ I-25 Interchange Project. Without the federal portion of the grant the original scope of work cannot be completed. As such, Public Works recommends a partial abandonment of the North Nevada Corridor - Fillmore to Austin Bluffs Project in the amount of $264,677, in accord with City Code section 1.5.107, which requires a City Council resolution to effectuate the partial abandonment. After the partial abandonment, $99,000 will be kept in the project budget to conduct a corridor traffic analysis which will identify the number of lanes and access points needed for future development along North Nevada between Fillmore Street and Austin Bluffs Parkway.
Upon the partial abandonment of the North Nevada Corridor - Fillmore to Austin Bluffs Project, Public Works recommends a transfer in accord with section1.5.108 of the City Code, which requires a City Council resolution to effectuate the transfer, of the $264,677 to the Cascade Bridge over Cheyenne Creek Bridge Replacement Project and the Verde Drive Bridge over Spring Creek Bridge Replacement Project as follows:
Public Works recommends that $100,000 of the funds be transferred to the Cascade Bridge over Cheyenne Creek Bridge Replacement Project. The Cascade Bridge over Cheyenne Creek Bridge Replacement Project is in need of an additional $100,000 to improve the drainage channel and acquire easements.
Public Works recommends that the remaining balance of $164,677 be transferred to the Verde Drive Bridge over Spring Creek Bridge Replacement Project to cover construction costs that are projected to exceed original estimates for that project.
Financial Implications:
Upon adoption of the proposed resolution, $264,677 of the CIP budget allocated to the North Nevada Corridor - Fillmore to Austin Bluffs Project will be abandoned. Of the $264,677, $100,000 will be transferred to the Cascade Bridge over Cheyenne Creek Bridge Replacement Project and $164,677 will be transferred to the Verde Drive Bridge over Spring Creek Bridge Replacement Project.
