  Summary:

Local adoption of multiple changes to the previously adopted 2011 Pikes Peak Regional Building Code.  The intent of these modifications is to simplify the construction process, take advantage of new code developments, and comply with requirements of the State of Colorado including adoption of state plumbing, electrical and escalator/elevator safety codes.

 

  Previous Council Action: 

On February 23, City Council approved on First Reading.

City Council heard a presentation on the proposed changes at its December 7, 2015 work session, and requested that the changes be reviewed by the City Planning Commission prior to presentation at a regular City Council Meeting.

 

  Background:

Part 1(General Provisions), Article 10 (Building Code Administration), Chapter 7 (Planning, Development and Building) of the City Code of the City of Colorado Springs, 2001 as amended (City Code) by reference adopts the Pikes Peak Regional Building Code as published by the Pikes Peak Regional Building Department (PPRBD).  Leaders at PPRBD have been working with their boards, users, stakeholders, and member governments to adopt a number of changes to the 2011 Pikes Peak Regional Building Code.  After extensive review and stakeholder participation, the proposed changes are ready for member government adoption.

City Council adoption of the building code changes will be accomplished via ordinance amending the appropriate elements of City Code relating to building code administration.  Since the Work Session on this item, an updated ordinance has been circulated to City Council.  First reading on the ordinance will be at the February 23, 2016 City Council meeting.

  Board/Commission Recommendation:

City Planning Commission reviewed the changes at its informal meeting of January 14, 2016, and had no comments or objections to the proposed changes.

 

  Stakeholder Process:

The stakeholder process was led by PPRBD staff.

 

  Alternatives:

City Council could opt not to adopt the proposed changes, in which case the current code would remain in effect.
