A resolution approving the Intergovernmental Agreement between the City of Colorado Springs and the City of Fountain to provide for the processing of defined police records.

 Summary:
The City of Colorado Springs ("City") desires the approval of an Intergovernmental Agreement ("IGA") between the City and the City of Fountain ("Fountain") for the processing of limited Fountain police records.  The police records are generated by the Fountain Police Department ("FPD") and then processed in the Records Section of the Colorado Springs Police Department ("CSPD") by a contract temporary employee from Add-Staff.  Day-to-day coordination and supervision of this employee would be conducted by CSPD personnel.  Since the employee works and reports to a CSPD supervisor in the Records and ID Section, the temporary employee's monthly salary costs are billed to and paid by CSPD.  The IGA provides for an annual reimbursement by Fountain of the costs related to the respective employee.  As a result, the transaction is cost neutral upon adoption of the IGA.  Either party may terminate the IGA with proper notice.
This IGA strengthens the crucial exchange and mining of criminal justice information between law enforcement agencies.

 Background:
The CSPD has hosted the FPD's police records in the CSPD records management system since February of 2013.  Annually, the CSPD Records Section merges a total of 106,810 CSPD items, including: 42,583 case reports, 48,695 supplements, 5,389 FIRs, and 10,143 arrest reports.  Therefore, it made sense when Fountain approached CSPD to consider hosting this service with proper reimbursement.  The CSPD expertise regarding the system and merging challenges provides a high level of assistance to FPD that would not otherwise be available to the Fountain department.  At the same time, CSPD gains several benefits, including: 1) the sharing of records and data-mining; and 2) additional employee hours as a result of FPD's generous offer to allow the dedicated Fountain records employee to assist with CSPD records processing, at no additional cost, whenever the employee experiences a slowdown in merging for Fountain.
This IGA formalizes the pilot project the City has conducted with Fountain over this past year.  
 
  Financial Implications:
Not to exceed $33,000 annually; said amount to be reimbursed by Fountain annually.  Net annual cost to the City is zero dollars.

The CSPD and FPD meet on a biweekly schedule and as needed.  The CSPD has assigned a Records Section liaison to the FPD.
  Alternatives:
City Council may choose not to approve the attached IGA; however, that would require the CSPD to terminate its current operations processing FPD police records and the release of the contract employee.

Move approval of the resolution of the IGA between the City of Colorado Springs and the City of Fountain.
