Summary:
City Council, Council Staff, City Attorney's Office, and City Clerk have completed a bi-annual revision of the Rules and Procedures of City Council.
The following Rules were amended or added:
Rule 1-2 Powers and Duties (page 10)
• Added duty of President to meet with Councilmembers individually each quarter (Rule 1-2.A.16)
• Added duty of President to facilitate the resolution of issues between Councilmembers (Rule 1-2.A.17)
Rule 2-8 Recognitions (page 24)
• Added provision for majority of Council to be in favor of recognition prior to be placed on agenda (Rule 2-8.A)
Rule 3-5 Voting (Page 26)
• Expanded definition of “present” (Rule 3-5.A)
• Amended allowing City Clerk to announce vote results (Rule 3-5.B)
Rule 3-14 Procedures for The Passage Of An Ordinance Or Resolution (Page 31)
• Corrected who signs ordinances and resolutions (Rules 3-14.D)
Rule 3-15 Process for Vacancy Appointment (Page 31)
• Codified process for appointing new Councilmember when a vacancy occurs
Rule 5-4 Terms of City Council Appointed Boards, Commissions, and Committee (page 39)
• Added assigning Alternates a specific board seat at appointment, if applicable (Rule 5-4.D)
Rule 5-5 Interview Process for City Council Appointed Boards, Commissions, And Committees (page 39)
• Amended to include District Councilmember in interviews for District specific Board seats (Rule 5-5.A)
• Added timeline for applications review by Councilmember liaisons (Rule 5-5.B)
Rules 6-2 General Procedures for Quasi-Judicial Matters (page 43)
• Revised order and clarified standing for Quasi-Judicial hearing (Rule 6-2.D.2)

Background:
In 2020, City Council, Council Staff, City Attorney's Office, and City Clerk completed a comprehensive revision of the Rules and Procedures of City Council. Since their adoption, Council Staff has been keeping a running list of minor changes that need to be amended.
Previous Council Action:
City Council adopted the current Rules and Procedures of City Council with Resolution 36-21.
