Summary:
The City Attorney’s Office-Utilities Division will present draft decisions and orders and draft resolutions for the 2016 Natural Gas rate case based upon the November 24, 2015 public hearing held on Colorado Springs Utilities’ September 22, 2015 rate case filing. City Council will review the documents and may direct any changes to be made to the documents prior to their final submission for approval at the December 8, 2015, Regular Meeting.

City Council held a public hearing on November 24, 2015 regarding Colorado Springs Utilities’ September 22, 2015 rate case filing.
Background:
On September 22, 2015 Colorado Springs Utilities submitted a 2016 rate case filing that included proposed changes to the Natural Gas rate schedules to be effective January 1, 2016. In accordance with Colorado Springs City Code § 12.1.107, City Council held a public hearing on November 24, 2015 regarding Colorado Springs Utilities’ 2016 Natural Gas rate case.
The draft decisions and orders summarize Colorado Springs Utilities’ 2016 rate filing and the record of the public hearing held on November 24, 2015. The draft decisions and orders also contain City Council’s initial directions at that public hearing regarding the 2016 Natural Gas rate case. Draft resolutions for the Natural Gas rate case are also presented for review and comment by City Council. Any revisions to the draft decisions and orders or to the draft resolutions directed by City Council will be incorporated into the final decisions and orders and final resolutions presented for approval by City Council on December 8, 2015.
Financial Implications:
The decision and order and the resolution regarding Natural Gas fuel and capacity rates within the Colorado Springs Utilities Natural Gas service area authorize changes in Colorado Springs Utilities’ rates for Natural Gas service.
