 Summary:
The City desires the approval of an Intergovernmental Agreement (IGA) between the City of Colorado Springs and the University of Colorado, a body corporate, for and on behalf of UCCS.  The IGA does not require any fiscal obligation and allows for the City of Colorado Springs to terminate participation with written notice.  The attached IGA allows for the sharing of information between the parties' respective law enforcement agencies.
 
 Previous Council Action:  
None.
 
 Background:
UCCS continues to grow each year.  In 2015, the school will no longer be able to house any students except freshman on campus.  Currently, the school has housing for students at 5426 and 5424 North Nevada Ave (The Sunset Creek Apartments).  These buildings are only set up for UCCS students and as such, UCCS police officers respond to any police issues.  Recently, a new apartment complex opened up, renting to only UCCS students called "The Lodges" located at 5877 North Nevada Ave.  The new IGA will allow UCCS police to respond to these complexes and cite any municipal charge necessary without the need to have a CSPD officer present.

 Board/Commission Recommendation:
Staff recommends approval of the resolution of the IGA between the City of Colorado Springs and the University of Colorado, a body corporate, for and on behalf of UCCS.
 
 Stakeholder Process:
The CSPD and UCCS will meet as needed.
  Alternatives:
City Council may choose to not approve the attached IGA; however, that will require CSPD officers to respond to calls which could be handled by UCCS officers, not allowing CSPD officers to focus on other issues within the city.
