City Council will hold a public hearing at the April 9, 2019 City Council Meeting to consider changes to Colorado Springs Utilities’ Open Access Transmission Tariff, to be effective May 1, 2019.
Previous Council Action:
On February 26, 2019, City Council approved the Public Hearing Date of April 9, 2019, for the consideration of a resolution regarding certain changes to Colorado Springs Utilities’ Open Access Transmission Tariff, to be effective May 1, 2019.
Background:
On February 26, 2019, Colorado Springs Utilities submitted its 2019 Open Access Transmission Tariff Filing that included proposed changes to be effective May 1, 2019.
Colorado Springs Utilities’ February 26, 2019 submittal was the formal filing of its proposed tariff changes, including the resolution and all supporting documents. Both physical and electronic copies of the entire filing were made available for public inspection in the City Clerk’s office on February 26, 2019. Electronic copies were provided to City Council members and a .pdf file version was placed on Colorado Springs Utilities website at www.csu.org. Further, on March 1, 2019, a legal notice was published in the Gazette newspaper and courtesy notices were provided to the affected customers immediately prior.
In accordance with the City Code of the City of Colorado Springs § 12.1.108 and Part 4 of the Rules and Procedures of City Council, Colorado Springs Utilities is required to make a filing of this nature and hold a hearing before City Council.
Colorado Springs Utilities is complying with these City Code and Rules and Procedures of City Council requirements by requesting that this action be placed on the April 9, 2019, City Council meeting agenda, at which time a hearing will be held.
As part of the hearing, Colorado Springs Utilities will request suspension of Part 4 1(C) of the Rules and Procedures of City Council to allow for the consideration of the tariff proposal and revisions directly following the conclusion of the public hearing.
Financial Implications:
The proposed changes to Colorado Springs Utilities Open Access Transmission Tariff (OATT) have no financial impact to our OATT customers. Colorado Springs Utilities has determined that it would be advantageous to position itself to join the Joint Dispatch Agreement and the changes proposed are necessary to effectuate that intent.
