Summary:
The purpose of the Hazard Mitigation Plan (HMP) is to assess risks and identify actionable strategies that enable the Pikes Peak Regional Office of Emergency Management (PPROEM) and its partner jurisdictions to reduce or eliminate the impacts of natural and human-caused hazards. These impacts may include injury, loss of life, property damage, and disruption to essential services.
The Pikes Peak Regional Multi-Hazard Mitigation Plan Updated for 2026 has been prepared in accordance with the Federal Emergency Management Agency (“FEMA”) requirements. Maintaining a current, FEMA-approved HMP ensures that participating jurisdictions remain eligible for federal mitigation funding and post-disaster assistance. This plan serves as a guiding framework for local decision-makers to prioritize investments, coordinate regional efforts, and implement proactive measures that strengthen community resilience before disasters occur.
Background:
This plan is an update to the 2020 Pikes Peak Regional Office of Emergency Management Multi-Hazard Plan. The Plan includes unincorporated El Paso County and the jurisdictions of Colorado Springs, Calhan, Fountain, Green Mountain Falls, Manitou Springs, Monument, Palmer Lake and Ramah.
Previous Council Action:
The 2020 Pikes Peak Regional Office of Emergency Management Multi-Hazard Plan was previously approved by City Council Resolution 109-20 dated November 24, 2020.
Financial Implications:
The HMP enables the City to remain eligible for FEMA funding to support emergency mitigation efforts. Without this federal assistance, the City would be responsible for covering the full cost of post-disaster mitigation activities.

Stakeholder Process:
The stakeholder process for the 2026 Pikes Peak Regional Multi-Hazard Mitigation Plan involved extensive coordination across government, nonprofit, and private sectors. From April to July 2025, PPROEM led targeted outreach efforts including a kickoff meeting, a risk assessment workshop, and a mitigation strategy workshop. Stakeholders included representatives from El Paso County, local municipalities, regional fire and police departments, utilities, hospitals, schools, and nonprofit organizations, all of whom contributed data, reviewed drafts, and helped shape jurisdiction-specific mitigation strategies.
