 Summary:
This is a request to approve a resolution setting a public hearing date of January 13, 2015, and direct the City Clerk to advertise the hearing for the Dusty Hills Annexation.  The site is located north of W. Woodmen Road and east and south of Woodmen Court.
 
 Previous Council Action:  
Not applicable.
 
 Background:
Colorado State Statute provisions require that the City Council adopt a resolution that sets the hearing date and directs the City Clerk to advertise the pending annexation for four weeks prior to the public hearing. In addition, the hearing date must be no less than thirty (30) days or more than sixty (60) days after the effective date of the resolution setting the hearing.  The annexation can be advertised on the following dates: December 20, 2014, December 27, 2014, January 3, 2015, and January 10, 2015 to adhere to the statute requirements for the January 13, 2015 City Council meeting.
 
 Financial Implications:
Not applicable at this time.  A fiscal impact analysis has been prepared and will be provided to the City Council with the annexation hearing information packet.
 
 Board/Commission Recommendation:
The City Planning Commission considered and recommended approval of the annexation and associated zoning and concept plan applications on November 20, 2014. The CPC Record-of-Decision of the meeting provides the discussion of the application and will be provided with the annexation hearing information packet.
 
 Stakeholder Process:
The standard City notification process for the internal review and CPC hearing was used, which included posting the property with a notice poster and mailing postcards to 49 property owners within 500 feet of the project area. Two neighborhood meetings were held and emails received from concerned neighbors. The neighborhood issues include the overall density of the new residential neighborhood and the proposed traffic patterns. These issues will be discussed in detail with the hearing packet for the formal hearing on January 13, 2015.
  Alternatives:
City Council can approve or deny the resolution setting the date and authorizing advertisement of the public hearing for the annexation.  If the resolution is not approved and the hearing is not scheduled, the annexation cannot be considered.
 
Recommended Action
 Proposed Motion:
Move to approve the resolution setting January 13, 2015, as the hearing date for consideration of the Dusty Hills Annexation.
