Summary:
The Transit Services Division is providing an informational briefing on the 2040 Regional Transit Plan, which will be incorporated in the Pikes Peak Area Council of Governments’ (PPACG’s) 2040 Regional Transportation Plan for the Colorado Springs Urbanized Area. This plan describes recommendations focused on public transportation and includes how the recommendations were developed.

Background:
This informational briefing is intended to highlight recommendations for public transportation to be included in the 2040 Regional Transit Plan.
The recommendations were developed through a 12-month process that included extensive technical analyses and coordinated dialogue among stakeholders, the public, Transit Services Division staff, and a consultant team.
Short- (5-year), mid- (10-year), and long-range (25+ years) plans for public transportation in the Pikes Peak region will identify greater transportation choices to all segments of the region’s population within the Colorado Springs Urbanized Area (UZA), improve access to and connectivity among transportation modes, relieve congestion, and promote environmental stewardship and economic vitality.
This plan and the 2040 Regional Coordinated Specialized Transportation Plan were developed simultaneously to integrate into PPACG’s 2040 Regional Transportation Plan, which is in alignment with state plans and fulfills eligibility requirements for grant funding.

The Citizens’ Transportation Advisory Board (CTAB) and the Active Transportation Advisory Committee (ATAC) were informed and provided recommendations periodically through the process.
Stakeholder Process:
A robust stakeholder and public coordination effort was conducted. A project steering committee was composed of a broad representation of the community, including local elected officials and staff, school district officials, human services and public health professionals, area non-profits and military installations, and various local and regional advisory committees and boards.
