Title

Ordinance  No. 23-21 Setting the Salary of Mayor Pursuant to City Charter § 13-20(a)

  Presenter:

Mike Sullivan, Human Resources Director

Body

  Summary:

A new Mayoral term will begin on June 6, 2023, and City Charter § 13-20(a) requires an adjustment to the salary of the Mayor.

  Background:

In 2010, the voters approved comprehensive amendments to the City Charter implementing a Council-Mayor form of government. City Charter § 13-20(a) set the annual salary at $96,000 for the first Mayor elected under the Council-Mayor form of government in 2011. City Charter § 13-20(a), provides that the salary of the Mayor shall be adjusted every four years to coincide with the start of the new Mayoral term, reflecting any change, up or down, over that four-year period in the most local consumer price index for all urban consumers published by the U.S. Department of Labor, Bureau of Labor Statistics ("CPI-U"). A new Mayoral term will begin in 2023, and the Charter requires an adjustment to the salary of the Mayor pursuant to the formula.

The Mayor’s salary was adjusted to $103,370 in 2015 by Ordinance No. 15-21 and to $114,159 in 2019 by Ordinance No. 19-31. The salary would be adjusted to $129,740.

The most local CPI-U is Denver-Aurora-Lakewood, Colorado. The 2022 annual CPI-U for Denver-Aurora-Lakewood, Colorado is 297.711. The adjustment to the salary of the Mayor, as prescribed by City Charter § 13-20(a), is derived through the following formula (("2022 annual CPI-U" - "2018 annual CPI-U") / "2018 annual CPI-U") x "current annual salary" = dollar amount of "increase in annual salary".

In accordance with this formula, the annual salary of the Mayor commencing June 6, 2023 is to be set at $129,740.

  Previous Council Action:

The Mayor’s salary was adjusted to $103,370 in 2015 by Ordinance No. 15-21, and to $114,159 in 2019 by Ordinance No. 19-31. The proposed ordinance adjusts the Mayor’s salary to $129,740, as of June 6, 2023.

  Financial Implications:

The Mayor’s salary will increase $15,581, from $114,159 to $129,740 per year.
